Helloo from a long-timer LJ and DW user! For icons, it's definitely a way to change things up and customize what you'd like to display for posts and/comments you leave on friend journals or in communities. Definitely different from Tumblr, but makes blogging in the old school way a little funner. More info in the DW Icon FAQ.
With a free SW account, you can have up to 15 icons, so as long as you have an image that is 100x100 pixels and 60kb or less, and in GIF, JPG or PNG format then you're good. There are a lot of programs you can use to shrink and make your own icons (from good ol paint, to Canva), or there are plenty of folks who take icon requests.
Just like how you got your first icon uploaded, that means you can upload 14 more and have the ability to choose from icons every time you post. You can add keywords (aka what you want the icon to be called) so you can look it up should you ever want your icon to be changed at any time. And comments are very helpful to make a note for yourself, or to give credit on to the person who made the graphic.
